As we all know, raw material industry is the foundation of the real economy, the main force of industrial foundation reconstruction and the main battlefield of industrial green development, the basic industry supporting the development of the national economy and the key field to win international competitive advantage. At present, China's raw material industry has basically met the needs of national economic development and the consumption needs of the people, but the foundation for quality development is not solid enough. There are many but not excellent products, which are unknown. The supply of "shelf products" is insufficient, the brand awareness is not strong, and there is still a gap between the stability and consistency of product quality and the requirements for high-quality development.
In order to implement the "Fourteenth Five Year Plan" for the Development of Raw Material Industry, promote the transformation of the industrial development model from scale and speed to quality and efficiency, effectively meet the differentiated and customized needs of different application fields, and support the construction of a manufacturing and quality power, in the near future, the General Office of the Ministry of Industry and Information Technology, the General Office of the State owned Assets Supervision and Administration Commission of the State Council, the General Office of the State Market Supervision and Administration The Office of the State Intellectual Property Office jointly issued the notice on the implementation plan of "three products" for raw material industry.
The details are as follows:
1、 General requirements
（1） Guiding ideology. Products with high quality satisfaction and high brand recognition will promote the raw material industry to increase varieties, improve quality and create brands (hereinafter collectively referred to as "three products"), promote quality change, efficiency change and power change, and achieve simultaneous improvement of quality and efficiency.
（2） Basic principles. Adhere to supply leadership and promote mutual promotion between supply and demand. Facing the major national strategy, facing the security and stability of the industrial chain supply chain, support enterprises to develop materials that meet the urgent needs of the market and key areas. Strengthen the connection between upstream and downstream industries, promote the coordinated progress of supply quality improvement and demand optimization and upgrading, and promote the raw material industry to a high level of dynamic balance. Insist on market leading and strengthen government guidance. Give full play to the role of the market mechanism and the main body of the enterprise, and stimulate the endogenous power of the enterprise to carry out the "three grades" work. We will strengthen the government's role in providing guidance and services, improve the system of laws, regulations, policies and standards, and create a fair and orderly market environment with high quality and good prices. Insist on innovation driven and consolidate the technical foundation. We will strengthen innovation and guidance, deepen the combination of production, teaching, research and application, and accelerate the application of new varieties, new processes and new technologies. We will increase support for technical foundations such as standards, measurement, inspection and testing, test verification, certification and accreditation, and establish an efficient collaboration system covering the whole industry chain and the whole life cycle. Adhere to benchmarking and demonstration to drive comprehensive progress. Focus on engineering construction, mechanical equipment, electronic information and other large and wide application fields, and cultivate a batch of typical cases with strong demonstration, replication and promotion. Strengthen the cooperation of "three products" of raw materials, refine the pilot demonstration experience, and promote the overall quality of raw material industry.
（3） Key objectives. By 2025, raw materials will have more varieties, more stable quality and more influential brands. Products and services such as superalloys, high-performance special alloys, semiconductor materials, high-performance fibers and composites have significantly enhanced their support capacity for key areas. Standards, metrology, certification, inspection and testing have achieved a higher level of coordinated development. The quality grading and traceability system has been improved. More than 500 new products and quality reliability standards have been developed and revised to raise the 3-liter standard, and the construction of a life-cycle standard system for key basic materials has been comprehensively promoted. Cultivate a number of Chinese brands with excellent quality and obvious competitive advantages. The products will enter the global high-end supply chain, and the market environment will be more fair and orderly. By 2035, the supply capacity, level and service quality of raw material varieties will be greatly improved, reaching the level of the world's advanced countries, and a number of enterprises and product brands with excellent quality, obvious advantages and core intellectual property rights will be formed.
2、 Main tasks
（1） Increase varieties. 1. Optimize the structure of traditional varieties. Focusing on the advantageous raw materials in petrochemical and chemical industry, steel, non-ferrous metals, building materials and other fields, we systematically sorted out the existing standards and product types, accelerated the elimination of low-end, performance overlapping similar brands, and improved the supply level and level of traditional products. We will improve the backbone variety system in key areas such as steel, aluminum, and cement, and promote the systematic development of products. Accelerate the upgrading of traditional products such as steel, glass and ceramics, and constantly improve product performance and quality. We will vigorously explore new markets and new uses for traditional products, tap the consumption potential of green building materials, aluminum and other products, and constantly improve the competitive advantage and efficiency of traditional products. 2. Enrich the variety of new materials. Implement the promotion action of key basic materials, improve the production and application platform of new materials, optimize the upstream and downstream cooperation mechanism, focus on high-performance, functional and differentiated new material products, and focus on the development of key basic materials such as high-temperature alloys, high-performance special alloys, rare earth functional materials, bio based and biomedical materials. We will implement the forward-looking layout of cutting-edge materials, actively cultivate graphene materials, quantum materials, smart materials and other cutting-edge new materials, further improve the effective supply capacity of high-end products, and strengthen the role of support for strategic emerging industries and major national projects. 3. Develop green and low-carbon products. Focusing on petrochemical, steel, non-ferrous metals, building materials and other industries, we will carry out energy conservation and carbon reduction, green transformation and upgrading, and gradually reduce the unit energy consumption and carbon emissions of raw materials and products. We will strengthen the R&D and application of high-quality green low-carbon materials such as degradable plastics and bio based materials, vigorously develop carbon capture technologies such as oxygen enriched combustion, membrane separation, and direct air, and expand the supply of low-carbon and zero carbon products. We will strengthen the implementation of green product evaluation standards, establish a full life cycle carbon emission database for key products, and explore the inclusion of carbon footprint indicators for raw material products into the evaluation system. Release the green and low-carbon direction to encourage the promotion of application technologies and product catalogs, and accelerate the research and development and application of green products such as recycling and low-carbon environmental protection. We will accelerate the construction of a unified green product standard, certification and identification system, guide leading enterprises with ecological leadership to build a green product supply chain system, and create and stimulate green consumption.
（2） Improve quality.
4. Promote total quality management. Strengthen the digital application of quality management, improve the intelligent level of process control, and support enterprises to establish production process control and quality control systems that meet application needs. Establish and improve the quality control mechanism of chemical fertilizer, tire, cement, waterproof materials, thermal insulation materials and other full life cycle, formulate and revise a batch of basic common standards for product quality traceability, and gradually build the quality traceability mechanism of related products. Promote the construction of product quality grading evaluation system in petrochemical, steel, non-ferrous metals, building materials and other industries, and promote the establishment of market-oriented credit mechanism for quality grading and application classification. Support industry associations and professional institutions to carry out quality benchmarking activities, and select a number of benchmarks for quality management innovation and quality improvement. Support enterprises to take customers as the center, adopt the contract management mode, and provide full chain services around customized raw material products, pollution control and emission reduction, energy cascade utilization, process equipment operation and maintenance, logistics warehousing and trusteeship, etc. Enterprises are encouraged to develop and improve the operation instructions of tires, coatings, decoration materials and other products, so as to enhance the use experience of downstream users.
5. Strengthen the ability of scientific and technological innovation. Strengthen the introduction and training of high-level leading talents and the construction of talent echelon, integrate innovation resources, promote the close combination of scientific and technological innovation and scientific and technological entrepreneurship, and form a batch of new varieties, new processes and new technologies that drive the development of raw material industry. Carry out research and development and application verification of key generic technologies for raw material quality improvement to improve the stability, consistency and applicability of product quality. Focusing on key industrial chains, we will strengthen collaborative innovation and quality management linkage between upstream and downstream industries. Establish real-time monitoring, full process dynamic scheduling and intelligent disposal for key links such as raw material feeding, reaction process, smelting process and quality control. Support leading enterprises to carry out data management capacity building for raw material industry, strengthen the development, utilization, exchange and sharing of quality data throughout the life cycle, build a data-driven product development and production system, and form a batch of special industrial software. Strengthen the creation and reserve of key core technology patents in the field of raw materials, and support the operation of intellectual property rights in key industrial chains.
6. Optimize the quality and technical basis. A standard system that promotes the transformation of standard supply from government led to government and market focused, meets multi-level market demand and leads to quality improvement. Guide enterprises to adopt advanced group standards and enterprise standards to actively make standardized self declaration on product quality and accept social supervision. Strengthen the tracking, evaluation and transformation of international standards and foreign advanced standards, promote the internationalization process of raw material industrial standards, carry out the action of benchmarking and reaching standards, and promote enterprises to improve their ability to implement standards. Strengthen the construction of measurement and testing center for raw material related industries, encourage enterprises to improve the measurement management system, strengthen the confirmation of measurement equipment, the control of measurement process and the development of reference materials, and establish an enterprise measurement guarantee system. Strengthen the construction of industrial inspection and testing capacity of raw materials, improve public service platforms such as national new material testing and evaluation, and break through a number of basic, public welfare and industrial common technical bottlenecks. We will promote the certification of new materials and green products and the comprehensive evaluation of technology maturity, and promote the demonstration of the whole industry chain, the whole life cycle and the whole domain evaluation of quality compliance, process stability and service applicability.
（3） Create a brand.
7. Strengthen brand cultivation ability. Strengthen brand and trademark brand strategies, encourage raw material enterprises to increase investment in brand building, improve their comprehensive capabilities in R&D, design, manufacturing, marketing, service and other links, and cultivate trademark brands with distinctive characteristics, strong competitiveness and good market reputation. Strengthen the publicity and promotion of the implementation guide of brand cultivation, and promote the implementation of the brand cultivation management system of raw material enterprises. Establish a brand value evaluation system for raw material industry, carry out brand value evaluation activities, carry out pilot demonstration of 100 high-quality brands of raw material products, and select 100 product brands with intellectual property rights. We will support the optimization and upgrading of existing industrial clusters such as the National New Industrialization Industry Demonstration Base in the field of raw materials, encourage conditional parks to create "National Quality Brand Promotion Demonstration Zone", cultivate more than five world-class advanced manufacturing clusters in the field of raw materials, and create first-class regional brands of petrochemical, steel, non-ferrous metals, building materials, and new materials industrial clusters.
8. Create a good brand atmosphere. Support industry associations to prepare brand development reports for key raw materials industries, make full use of multiple media to strengthen brand publicity, and enhance the social influence of enterprises and product brands. We will promote the "going global" of advantageous enterprises in petrochemical, steel, non-ferrous metals, building materials and other industries, strengthen the supply chain cooperation with foreign well-known high-end manufacturing enterprises, carry out all-round cooperation in R&D design, production and trade, measurement, standard setting, quality certification, inspection and testing, and create a Chinese brand with international influence. We will support enterprises to accelerate cross regional and cross ownership mergers and acquisitions, carry out international operations, encourage leading enterprises to actively participate in major international exchanges, pass on brand ideas, and constantly enhance global users' recognition of Chinese raw material enterprises, products, and trademarks.
9. Improve the brand service system. Encourage enterprises to strengthen the service mode of early involvement in product research and development and continuous tracking and improvement of later services, and strengthen pre-sale demand consultation, technical disclosure during sales, and after-sales technical guidance to meet the personalized needs of users. Guide enterprises to integrate existing resources and strengthen the construction of operation service system. Support a number of professional service institutions for brand cultivation and operation, establish brand talent training service institutions, and build a professional brand innovation achievements exchange service platform. Support intermediary organizations such as industry associations to guide and strengthen the certification of enterprise after-sales service system, regularly review the service system and evaluate the service level. Strengthen the service of local trademark brand guidance station, and strengthen the support and guidance of raw material industrial trademark brand cultivation.
3、 Safeguards
（1） Strengthen organizational leadership. The government, enterprises, associations, chambers of commerce and scientific research institutes shall establish and improve the cooperative working mechanism, and the "three products" special working group for raw material industry composed of the Ministry of Industry and Information Technology, the State owned Assets Supervision and Administration Commission, the General Administration of Market Supervision, the Intellectual Property Office and other departments shall be established. Strengthen the connection and coordination between the "three grades" work and relevant planning, industrial policies, fiscal, financial, talent and other policies. Give play to the role of industry associations, chambers of commerce and other intermediary organizations, and carry out international benchmarking, research, measurement, standardization, testing and certification, exchange and cooperation. Strengthen the leading and exemplary role of leading enterprises in the industrial chain supply chain, and promote the coordinated development of upstream and downstream industries. Give play to the role of industry think tanks and third-party institutions, organize policy consultation and effectiveness evaluation, and better serve enterprises.
（2） Create a good environment. Guide the mainstream media to carry out publicity and reporting, and timely publicize the implementation effect through multiple channels such as the Ministry's portal website, government microblog and WeChat. Regularly summarize and promote the experience and practices of brand construction such as the single champion of manufacturing industry, the "little giant" specializing in special and new products, the quality benchmark, and the national quality brand promotion demonstration area, so as to improve brand awareness and loyalty. We will strengthen supervision during and after the event, severely crack down on illegal activities such as the production and sale of fake and inferior products, and intensify administrative adjudication on patent infringement in the field of raw materials.
（3） Strengthen foundation support. We will continue to improve the industrial technology infrastructure support and public service platform construction such as standards, measurement, certification and accreditation, inspection and testing, test verification, industrial information, intellectual property, achievement transformation, and improve the national new material platform construction system. Continuously promote the preparation, revision, promotion and application of standards for new products and quality reliability improvement. Develop an industrial Internet platform for raw material industry quality evaluation and certification, and realize product quality cloud monitoring and evaluation. Give full play to the role of intellectual property protection center in the field of raw materials, build an industrial intellectual property operation center in the field of new materials, and promote the realization of patent value.
（4） Increase policy support. We will make full use of various policies to support the R&D and industrialization of new varieties of raw materials, new processes and new technologies. Give full play to the role of the national industry finance cooperation platform, and support the development of new products, quality improvement and brand building of key enterprises through financial services, equity investment and other ways in accordance with the principles of marketization and rule of law. Exploring to include indicators such as scientific and technological content of raw materials and products, quality satisfaction, brand recognition, etc. into the business performance assessment of relevant R&D and production enterprises, giving policy incentives to outstanding enterprises, and improving the original motivation.
