The Ministry of Ecology and Environment clearly prohibits the "one size fits all" behavior of environmental protection. Stone should not be blamed for this

Since the Central Environmental Protection Inspectorate launched a pilot project in Hebei Province in January 2016, by August 2017, the Central Environmental Protection Inspectorate had completed the full coverage of 31 provinces nationwide. A total of more than 17000 people were held accountable, 135000 reports were received from the public, and 104000 were handed over to the local authorities, 80% of which involved garbage, lampblack, odor, noise, enterprise pollution, and black and odorous water.

At the end of May 2018, the first batch of central environmental protection supervisors started to look back. The six central environmental protection supervision teams carried out a month long "look back" inspection in 10 provinces and regions, including Hebei, Henan, Inner Mongolia, Ningxia, Heilongjiang, Jiangsu, Jiangxi, Guangdong, Guangxi and Yunnan.

In the past two years, stone workers know that environmental protection supervision has had a great impact on the stone industry. From mines to factories, most people have never been stable. In particular, the ban on mines, the closure of factories, the water supply and power supply failure... environmental protection issues have changed the lives of many stone people overnight.

With the increase of environmental protection supervision, the impact on the stone industry has become increasingly obvious. Whether direct or indirect, whether positive or negative.

For example, the closure of mines has directly led to the shortage of rubble, which has caused the price of stone products in the market to fluctuate significantly, and the price of products in many regions is even reported daily.

For example, the closure of mines has led to a sharp rise in the price of rubbles, and in the cycle of price rise, there will inevitably be hoarding to buy at a low price and sell at a high price. The hoarding itself has made the originally scarce market even more scarce. In addition, the hoarding factory merchants have raised the price, resulting in a further rise in the price of rubbles.

For example, the soaring price of a product will inevitably lead to the reduction of its overall sales volume, which is likely to cause irreversible damage to the market in the long run, leading to a decline in market competitiveness.

For example, after the power failure and production stoppage, the raw materials and semi-finished products left in the original factory could not be handled, and the orders received from customers could not perform the contract, so that the integrity image established by the enterprise for many years was destroyed.

For example, the sudden shutdown of production has made the business owners face huge losses in their previous construction, and the workers' wages, bank loans, land rent, daily life and other expenses can not be dealt with.

For example, there are many others such as

Of course, environmental protection supervision is a good thing after all. The mines and stone factories closed by the government are substandard and even operate illegally. After the shutdown, it has a positive impact on the industry, society and environment. The survival of the fittest. In the uneven industrial environment and the market situation of vicious competition, it is really necessary to wash the sand with waves, leaving only the elite.

However, if the rectification of environmental protection problems is overcorrected, a "one size fits all" approach will hurt the innocent, which is against the original intention. As we know, the Central Environmental Protection Inspection Group has visited a large number of units and individuals who have been held accountable. Therefore, many regions and individuals will be terrified at the news and try to take some "special" measures to get through. A large number of media reports have also pointed out that the rectification of environmental problems should not be left to its own devices, let alone overcorrected and "one size fits all".

To this end, in May this year, the Ministry of Ecology and Environment specially studied and formulated the "One size fits all" Work Opinions on Environmental Protection, strictly prohibited perfunctory response practices such as "all shut down" and "stop first and say again", resolutely avoided simple and crude behaviors such as centralized shutdown, shutdown, and production stoppage. For engineering construction, life services, aquaculture, local characteristic industries, industrial parks and enterprises, sand and stone mining For industries or fields that are prone to "one size fits all" environmental protection, such as urban management, it is necessary to carefully study, coordinate and promote, and implement classified policies while supervising and changing.

In fact, the stone industry is not a high energy consumption and high pollution industry, but one of the most energy-saving and environment-friendly industries in the building materials industry.

First of all, there is no kiln in the stone industry, which is different from traditional bulk building materials such as cement, glass, ceramics, bricks and tiles, and lime. The stone industry is not mining plus kilns, but mining plus mechanical cutting. Therefore, the stone industry is a mechanical physical processing process, and its energy consumption will naturally be greatly reduced, and harmful gases will not be produced. In addition, wet operation can effectively reduce dust, and even if a small amount of waste residue, waste and other garbage will be produced in production, it will not form secondary pollution.

Secondly, the China Stone Association has conducted field visits to key stone producing areas in Fujian, Shandong, Guangdong, Guangxi, Hubei, Xinjiang and other provinces. It is found that the stone industry in these areas basically uses recycled water without using any chemical agents. It can only rely on ordinary clean water to cool mining and processing tools. Even if wastewater is discharged, it is up to standard. The stone powder, stone slag and other wastes generated in mining and processing have been used in large quantities as concrete aggregates, high-strength bricks, artificial stone fillers, light stone powder wall materials, paving stones, curbstones and so on, basically achieving waste recycling.

Third, the comprehensive energy consumption of stone mining and processing industry is only 0.3 tons of standard coal. The comprehensive energy consumption of the building materials industry in China is 4.88 tons of standard coal, which is the most energy saving.

Fourth, a large number of test data show that the specific activity index of natural stone is lower than that of bulk building materials such as ceramics, bricks and tiles on average, and has always been in the safe range of radioactive pollution harmful to human health.

Fifthly, in view of the irrational prejudice that some people believe that natural stones pollute and damage the environment for many years, the relevant Italian departments have investigated and compared the impact of outdoor ground stones and other ground materials on the environment. The investigation results show that the impact of natural stones on the environment is much lower than that of other ground materials in each pollution index.

It can be seen that from mining, processing to use, the stone industry is the most energy-efficient. Even if a small amount of garbage, sewage and other wastes are generated in production, they are slightly non-toxic and will not cause secondary pollution to the environment. It can be clearly said that the stone industry is not a highly polluting industry.

The environmental protection renovation is indeed necessary, and we must support it, but in the renovation process, the "one size fits all" renovation method has left many stone enterprises at a loss. In this regard, we should scientifically understand stone materials, legally and legally mine, produce and use stone materials, truly interpret the noble value of natural stone materials, and make contributions to the protection of the environment.
